Well, first the nitpickery; Duelist is a keyword, not a trait.
Secondly, yes, you can target a Duelist.
Targeting is not usually limited by the effects that will happen, only by the adjectives in the targeting itself. My answer would only be "no" to your question if Emerald Competitor said, "Give one of your target non-Duelist Samurai Personalities Duelist."
