im a bit confused by the wording, and prefer setting this straight.
if this event shows up in my turn, and both me and my oponent attach a card on this turn, and then, both of us attach on his turn.
do i
a) draw 2 cards (one per turn, the first time any of us attaches)
or
b) draw 4 cards (one per turn per player.. each time each player attaches, if he has not attached that turn, triggers the event) ?

One card per turn, total.
Also, just to clarify, the only person who gets to draw is the person who has the event. "Draw a card" implies "You draw a card," not "each player."
