Can Hida Ubogin move in a Personality to the current battlefield who has already been in battle resolution this turn?

A player, 30 December 2008

Yes but this Personality must have been in the defending army during that battle's resolution, or it was a battle during another Attack Phase.

If Hida Ubogin's Fear Battle action targets a Personality who was in the attacking army during that battle's resolution during the same Attack Phase, the movement fails. Although Ubogin's text reads "This movement can not be negated", this failure is not negation of the movement: simply, it does not happen.

Battles, Resolution Segment: "C. Resolution then ends. If a unit that was in the current attacking army at any point during a battle’s resolution tries to move to another battlefield during the same Attack Phase, the movement fails. This is not negation of the movement."
