Hello Guys, Two questions,
Firstly; Can I use Isawa Chinatsu reaction
Phoenix Clan • Scholar • Shugenja • Earth Reaction: When paying for a Spell: Produce 2 Gold.
In conjunction with Supply Outpost.
Text Bow this card: Bow this card: Produce 2 Gold. If this pays for a Personality, you may attach a Follower, Item, or Spell to him from your hand after he enters in play, reducing its Gold cost by 3 until it attaches.
To attach a Five gold Spell Chinastu When she is bought in the Dynasty Phase
Secondly can I use Supply Outpost (above) to attach Seeking the Way (This spell cannot have its gold cost reduced) if I pay the Extra Gold

Yes.
Secondly, can I use Supply Outpost to attach Seeking the Way (This spell cannot have its gold cost reduced) if I pay the extra Gold?
It's not really "extra" gold, but yes, if you pay the gold cost of Seeking the Way you will successfully attach it.
