I'm playing Crane (Kyuden Kyotei) and my opponent is playing Crab (7th tower, currently unbowed).
We are in the middle of a battle - at that battlefield I have Doji Nobuhide and he has Hida Daizu xp. I have a Doji Chitose at home (hasn't used his ability this turn). I control the Imperial Favor.
My opponent announces that his action is the 7th tower battle action. He choses the targets (Hida Daizu xp and Doji Nobuhide). I use KK's reaction. My opponent discards a card to pay for the cost of his stronghold's ability. The reaction from Kyuden Kyotei resolves (+1 FV). I react to this political action with Doji Chitose ans use his reaction to bring Doji Nobuhide home.
The action from his stronghold resolves. What happens now? Nobuhide is now longer at the battlefield, so I assume he won't be destroyed, is this correct?

Doji Nobuhide dies, because the reactions are occurring during cost payment. Nothing is occuring during targeting. (Fixed.)

Regarding this ruling:
Doesn't Kyuden Kyotei's (and thus Doji Chitose's) reaction come during the cost step (i.e. discarding a card for The Seventh Tower's action), and thus be after the mandatory targeting is met?
If mandatory targeting requirements are met, then wouldn't the effects of The Seventh Tower succeed (i.e., wouldn't Doji Nobuhide be destroyed)?

In the given scenario, Kyuden Kyotei reacts during the costs payment (discarding a card from the hand, in 7th Tower case). That happens after the timing window given by the instance "From the point when an action is announced legally, to the point after reactions to a particular targeting have taken place,". At the point costs are paid (Crab player discards a card, Kyuden Kyotei reacts) reactions to targeting must have already fully happened, so I think the action would not fail...
