Does using a Personality's Limited ability count as playing "action card"? No. Personalities and Action cards are different types of cards.
Asahina Naoki Political Battle: Even if Naoki is not at the current battlefield, pay 3 Gold: Move a target enemy Personality home. Gain 2 Honor. Can I use this at a battle where I have no personalities? No. The exception clause ("Even if Naoki is not at the current battlefield") only allows you to ignore the Rule of Location. You must still obey the Rule of Presence. See Even if.
Does Mountain Summit Temple count as a temple? While it has temple in the title it does not have the temple key word. No. As you point out, it doesn't have the keyword "Temple".
