Political Open: Bow your target Courtier: Straighten a target Personality with lower Personal Honor. If the target Personality was dishonorable, rehonor him and gain 2 Honor.
This action's second target can be any Personality with lower Personal Honor than the performing Courtier, even if unbowed, as written in the FAQ (see "Is an action legal if an effect can't happen?").
