Seat of Power
Reaction: When an action would target one of your Unique Daimyo or Clan Champion Personalities: The action instead targets another of your legal personalities with the same clan alignment at his location.
Insolence Punished
Battle: Target one of your Personalities and a Personality opposing him with lower Chi. You may also target any number of dishonorable Personalities in the current enemy army. Move all targets home. This action's effects on dishonorable personalities cannot be negated.
Here's the situation;
Hida Haruko (5f/2c) Is a lucky samurai as she is attacking beside Hida Kuon and Hida Daizu. However, she is not so lucky as before these three monstrosities is a lowly Bayushi Saya (2f/3c). Saya being the persuasive individual has manged to ensnare Hida Daizu and Hida Kuon in a web of lies and dishonored them. The Crab player, then fights valiantly and the following happens.
Insolence Punished targets Saya, and then targets Hida Haruko. Haruko obviously having lower chi now must move home. However the Scorpion player then attempts to also target Hida Daizu and Hida Kuon. All this targeting happens simultaneously, the scorpion player has no actual ability to differentiate his targeting, and once declaring it, MUST move on as he's targeted everyone.
Can Seat of Power deflect Insolence Punished off Kuon and onto Daizu, allowing Kuon to stay and take the province, or will the forces of the Scorpion ke ke ke into the night as Kuon cannot shift the burden onto his comrade? This is not a negation effect, and therefore it is not subject to Insolence Punished's negation of negating effects clause. Is Daizu technically a "legal target" even though he has already been targeted?
If Daizu is a "legal target", can I then have Insolence Punished target Kuon and Daizu repeatedly, or only once?

To sum up: Can Seat of Power be used to cause the same Personality to be targeted twice?
No.

Wouldn't you be able to redirect the initial targeting before the dishonorable targets are chosen? As they are chosen in order listed on the card.

See Required targeting.
The targets "one of your Personalities" and "a Personality opposing him with lower Chi" are required targets, so they are chosen during the Required Targeting step of the action. However, the targets "any number of dishonorable Personalities in the current enemy army" are optional, since Insolence Punished says, "You may target", so they are chosen during the Action Resolves step. This difference in the timing is because of the wording, not because of the order of the sentences.
In the example as given, the required targeting can't be changed, since only Saya and Haruko are targeted, and Seat of Power doesn't react to either target. The optional targeting can't be changed either, since the valid potential targets are Kuon and Daizu (they are the only "dishonourable Personalities in the current enemy army") and the Scorpion player has targeted both. Any attempt to shift the targeting of Kuon onto Daizu would require Daizu to be double targeted by the same targeting instance, and that - as is made very clear by the various links pointed out by Zen - is not permitted.
