Question 1:
If i am playing the Hall of Ancestors and have a dead Lion clan personality, can my opponent remove him while using Black Silk Castle's action?
Black Silk Castle:
You do not lose Honor from Fate and Spider Clan cards you own. Battle: Even if this card is bowed, target one of your unbowed Personalities: Remove from the game an enemy player's target dead Personality. Destroy a target enemy Personality with Gold Cost equal to or less than the removed Personality's Gold Cost.
The Hall of Ancestors:
Dead Personalities you own can not be removed from the game. Battle/Open: One of your target Personalities copies an ability or keyword from a target dead Lion Clan Personality you own (until the turn ends).
Question 2:
Can HIda Sozen (Experienced) be killed by having 0 chi? What is the final ruling on that matter?
HIda Sozen (Experienced): Other players' actions can not destroy Sozen.

No, unless he played it with Determination, but failing to remove it from the game would not prevent Black Silk Castle's action from destroying its last target.

Question 2: Can Hida Sozen (Experienced) be killed by having 0 chi?
Yes, except if the last Chi penalty that he suffered came from another player's action which effects can be negated.
