Two questions about this terrain. 1. The ability on Tch'tek reads, "Reaction: After a Terrain is played or a Recon action resolves: Target a unit. Give each Ratling in the unit +1F." Would this Ratling be able to react before The Khan's Gambit prevented him from using his ability?
2. If I move a personality to the battlefield at which I have played The Khan's Gambit, do they gain the force bonus?

1. Would [Tch'tek] be able to react before The Khan's Gambit prevented him from using his ability?
Tch'tek need not be at the current battlefield in order to take its Reaction but if Tch'tek is there and you successfully play The Khan's Gambit then you can't use his ability, because in Tch'tek's text "After a Terrain is played" means that its Reaction is taken after a Terrain action ends so all effects of The Khan's Gambit have already been applied at that time.
2. If I move a personality to the battlefield at which I have played The Khan's Gambit, do they gain the force bonus?
All your Personalities gain the Force bonus from The Khan's Gambit, even those at another location than the current battlefield. You need not move them there.
