Can I play Unshakable on a Tactician who is at home to play for example Doomed Intentions from my discard pile to move the unit into the combat?

Unshakable is not performed by any Personality. You need to control an unbowed Tactician Personality at the current battlefield, but it is not performed by any Personality (and so it does not count as any Personality's "one Tactical Action per turn" limit). Moving a Personality to the battlefield with the additional action does not satisfy this requirement.
