A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. I declare a naval invasion as i have more naval cards than the other side. May I play Will on one of my dead naval personalities.

No.

Naval: "Reaction: If you are the Attacker and your current army has more Naval cards than the opposing army, once per battle after engaging: You have the first opportunity to take a Battle action, which must be performed by a target Naval Personality or one of his Naval Followers."

Perform: "A Personality or Follower is performing an action if its controller is the player taking the action, and any of these things is true: ..."

The naval Reaction targets a Personality, but only cards in play can be targeted by actions - unless the targeting ability has exception text to allow you to target a card not in play.

Furthermore, the "naval action" must be performed by the target Naval Personality, but Personalities in discard piles have no controller, so the check for whether the Personality is performing the action fails at the first check.
