If my opponent plays The Fortunes Smiles to give his guy +3 and my guy -3, and I play Justly Earned Victory to negate those effects, does that effect stay negated, or does it come back once we leave the battlefield? Assuming my guy with the -3 survives, if I play Desperate Wager on the same turn, does he go into the fight with a penalty?
Justly Earned Victory
A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

Yes.
http://rules.l5r.com/Effects#Duration_o ... on_effects: "Non-continuous negation effects (such as those given by actions and triggered traits) vary in scope and duration, depending on how they are written:
"(A) non-continuous negation effect should be interpreted as an instantaneous negation that only ends existing ongoing effects(.)"
