Shrine to Fukurokujin and Kyuden Kyotei

A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

If I have the imperial Favor and bow Shrine to Fukurokujin to get a card off of the top of my deck, and have Kyuden Kyotei as my box, does it give the drawn card +1 focus value, hence making it harder to use Shrine to Fukurokujin. Is this the case on that?

Political Reaction:

Raising the Focus Value is an effect from an Ability (Limited, Open, Battle, or Reaction), so it does not happen unless you choose to play the ability.

If you want to use the Reaction to raise the Focus Value and make it harder to use your own Shrine ... well, I'm not going to stop you - I just don't understand the motivation. I'd be much more inclined to use the Reaction to make it harder for my opponent to use his Shrine.
