Is a Battle/Open action both a battle action and an open action at all times, or is it specifically an Open action when played during an action phase and a battle action when played during a battle? For example, will attaching a card during the limited phase trigger the trait on Eastern Hub Port?
Thanks!

http://rules.l5r.com/Abilities_and_actions#Designators: "An Open/Battle ability creates an action with only one designator, as appropriate to the phase of the game it is announced. If used as a Battle action, it follows the rules governing legality of Battle actions (see Battles). Such an ability counts as having both its designators."

Regarding the topic: viewtopic.php?f=59&t=65645
Is this really the intent of this stronghold? IF I attach something during an action phase (whether mine or my opponents, thus the Open clause), means I have used the :
"After the first Battle action resolves each turn that attached a card to one of your Personalities: You may take an additional Battle action."
If that is the case, I would like to ask for the Designer's intent for this.
Thanks!

First, we don't do intention questions in this forum.
Second, I think you may want to re-read of the quoted section of the rules. Particularly, "An Open/Battle ability creates an action with only one designator."
