If I'm playing out of EHP and want to attach an Oni-Daikyu as my first action, which grants me an additional action, am I allowed to play Determination before firing the Oni-Daikyu? Or before taking that additional action from any source?

I'm not sure I understand the question.
Isn't "firing the Oni-Daikyu" taking an additional action?
You can play Determination before announcing the additional action, be it a Battle action on Oni-Daikyu or some other action you pull out of your sleeve. I don't think Eastern Hub Port causes this to function any differently.
If you're worried about the timing because you've been instructed to take an additional action, don't be. Announcing the action is part of every use of any ability, even one used as an additional action or compelled by some card effect.
