seeking the way on the attack
A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.
Air Battle: Bow and move home this Shugenja: Move home a target attacking unit at this battlefield. Gain 2 Honor.
You can take the action.
You have a legal target, and choose him during Mandatory Targeting. Then in the Pay Costs step you move him home. Then when Resolving Effects, the attempt to move him home fails, but the Honor Gain resolves normally.
Remember, playing in Action takes 4 steps: 1.) Announce the Action 2.) Mandatory Targeting 3.) Pay Costs 4.) Resolve Effects

Reaction: After a player announces a Battle action before the Defender’s first normal opportunity to act or pass: Negate the action’s effects.
If your attempt to use Seeking the Way as a Naval action gets hit by Reinforce the Gates, you do exactly what Reinforce the Gates says - you Negate the Effects of Seeking the Way. This doesn't have anything to do with the Cost of sending the caster home, though. He's paid that cost and gone home. Then both effects are Negated by Reinforce the Gates - the movement effect that would have failed anyway as well as the Honor Gain that would have resolved.
