A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

1.) If Winter Warfare is in play and I use Insolence Punished on a dishonorable personality is he sent home?
Warfare does not state that the movement is negated it just simply says, no units may move.
2.) If Hida Sozen exp is targeted with Hired Killer that had Determination played on it does the hired killer simply fail because Sozen says, cannot be destroyed by other players actions?

Both of these center around the definition of cannot, which is at http://rules.l5r.com/Glossary_C#Cannot: "When found in card text, and when referring to a type of cost or effect (e.g., bowing, Force bonuses), “cannot” (or "can not") means that a certain type of effect or cost is negated whenever it occurs."
Note that the meaning of "cannot" differs when it's in a rule rather than card text, where is means "not legal to attempt." But both examples concern cards, so it's negation.
