If I am out of Dynasty cards (my provinces are empty) can I still use Masami's ability, since the discarding of a card from the province is in the effects block and not the cost block? Or do I need to have a card there?

After the first time each turn Masami leaves play, he permanently gains +1F. Limited: If Masami is dead: Discard a card in one of your provinces, refilling it face up with Masami.
