Determination: Dark Virtue Reaction : Before you announce an action, target one of your Samurai: The action can not have its effects negated or have its targeting changed. After the action destroys any Personality, remove him from the game.

My opponent plays Block Supply Lines with Determination on my Bayushi Paneki. Can I play my on Determination and then react with Seat of Power to change the target of the Block Supply Lines?

In general is it legal to play Determination before Reaction?

In other words: Are Reactions, in fact, actions? They are, so yes, it is.
