Well i would like to go out on a limb and ask can Asako Bairei xp3 unbow any card at any location alsong as his controller is meeting the presence rule?

now normally i wouldnt be allowed do to The Rule of Location however the line nulifies this rule.

Situation. shuginja at home with castle of water that is bowed and hasnt been used this turn. Asako Bairei xp3 and a houhou at the current battlefield. my first actiuon is to unbow my castle of water on my un named shug at home and 3 other cards, for this example i will say holdings. because i have me the rule of presence this should be a legal action correct?

Asako Bairei XP3 reads: Water Battle: Even if he is not at the current battlefield, bow Bairei: Straighten up to 4 target bowed cards.

No. Re-read the post you quoted, which specifically says, "Any cards in units that he targets (Personalities or Attachment Cards) have to be at the Current Battlefield by the Rule of Location." The Rule of Location has two parts, and "Even if [ a card ] is not at the current battlefield" waive the second part of the rule of Location.
