Shige: Your Tacticians have the ability, "Tactical Battle: Destroy a Personality or Follower in this army: Destroy a target Follower or Personality without Followers opposing it."
Hall: Dead Personalities you own can not be removed from the game. Battle/Open: One of your target Personalities copies an ability or keyword from a target dead Lion Clan Personality you own (until the turn ends).
Can I copy ONLY this part of Shigetoshi's trait with the hall of ancestors? : "Tactical Battle: Destroy a Personality or Follower in this army: Destroy a target Follower or Personality without Followers opposing it."

Assuming you mean the Experienced Akodo Shigetoshi...
Strictly speaking, no. It's part of a trait, not an action. But because Akodo Shigetoshi Experienced 2 is a Tactician, he will normally have the ability anyway, and that can be copied directly.
