Can someone clarify the reaction of the "Toshi Ranbo" region in STS

Relevant text: Reaction: After Cavalry Maneuvers end: Create and attach a 1F Guard Follower to each honorable, opposed Samurai or Shugenja Personality defending at this Provinces battlefield.

Question: 1) Is there always a Cavalry Maneuvers segment, even if there are no cavalry units in either army?

I couldn't find anything in the Forums, but the rules seem allow me to attach the 1F Follower at the end of every battles cavalry maneuvers segment (if all of the conditions are met). Thanks in advance.
