Can a player pay for full again when his first honor gain from bringing in a personality was hit by a DIrty Politics?
http://rules.l5r.com/Sequence_of_play#Dynasty_Phase: "If he has not already gained Honor this way this turn," so it looks whether the gain actually happened. And Dirty Politics is "before" honor gain. Yes.
