A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. if an action's cost is paid but the effect doesn't have a target, will the action still resolve?
example: target one of your unbowed personality: do action X. the cost is paid but i have no legal target for action X. What happens?
example 2: target one of your unbowed personality: do action x. do action y. what if action x has no legal target but action y does?

You want the FAQ, methinks. http://rules.l5r.com/FAQ: "All required targeting must be met, including that given in the effects block, to take the action."
