If player 1 has 0 courtiers and he targets player 2 courtier and he reacts with share the blame. Player 2 will dishonor his courtier and we each will loose 3 honor?
during a battle player 1 kills player 2 personality at resolution player 2 reacts with Assigning Blame. Do i gain honor for killing his army before or after i loose 3 for Assigning Blame?
If player 1kills player 2 last courtier in play. He won't be able to react with Assigning Blame since there are no courtiers to target right?

Political Reaction: After another player targets a Courtier with an action, dishonor one of your Courtiers: Dishonor the Courtier the other player targeted. You, then the other player, each lose 3 Honor.

Yeah, that works just fine. If the Courtier that pays the cost is the same one that was targeted to trigger the Share the Blame, the action will try to Dishonor him again (and probably fail to do so). The honor losses resolve regardless of the success of the Dishonor effect.

The Rules of Battle Resolution outline the order this works out in. For a won battle (not tied), all the destruction happens in the first step - before any steps involving honor gains, restoring people to honor, or destroying provinces.

Yes. (Well, unless he has some other awesome reaction that immediately gives him a courtier again. Feign Death might work, but that's not Samurai Legal anyway.)
