Timing on paying costs

Regarding http://www.alderac.com/forum/viewtopic.php?f=59&t=61135 on "Kyuden Asako Reaction and Temple to Shinsei"

I looked in the comprehensive rules, specifically here http://rules.l5r.com/Costs_and_restrictions and here http://rules.l5r.com/Abilities_and_actions for information regarding the timing on paying costs. Specifically, I was looking to see the order in which costs are paid. I could not find anything regarding order. are they 1) considered to be simultaneous 2) paid in the order decided on my the player paying the costs 3) paid in the order printed on the card

Unless #3 is correct, then the player could bow is shugenga either before or at the same time as Temple to Shinsei, which would be both be before "After [Temple to Shinsei] bows".
