Just so I don't get a bunch of people misreading the stronghold and since he's probably thinking unit force since he was using the qualifier "total," does The Seventh Tower compare a personality's force against a unit's force or a unit's force against a unit's force?

Target personality force is compared to target unit force, just like the card says.
