Bayushi Saya Political Open: Target a Personality. After the next time this turn his controller assigns him or an action resolves that he performed, his controller loses Honor equal to his Personal Honor, then he is dishonored.
If Bayushi Saya targets a personality with her base ability, and later that turn the targeted personality commits seppuku, does the seppuku trigger the effects of Saya's ability?
In other words does the following sequence occur: Saya uses her ability on target. Target later commits Seppuku, therefore dying honorably. By performing Seppuku, the target triggers Saya's ability which causes the controller of the target to lose honor and then dishonors the target (even though by this stage it's in the discard pile).

No. Seppuku does not cause an honor loss; it alters honor losses from other sources.

Oh, and if you are referring to the Saya's personality committing Seppuku due to a different Action that turn, I'd note that the Seppuku ability does not actually meet any of the requirements for your personality to be Performing the Action. It is not on his card, one of his items / spells, and it doesn't target him.
Thus Seppuku itself can not trigger Bayushi Saya.
