Can this card be used at all if I control more than one personality total? Or does the 'if you control one or zero personalities' text mean 'at the province'?
Reaction : Before battle resolution at a province, if you control one or zero Personalities: The Attacker chooses to either move all units to his army home, or bow two cards in his army (he choose this even if he has fewer than two cards in his army).
