Restoring Order, Required Target?

L5R CCG Rules board, 14 August 2007

A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

Didn't see a previous ruling, but maybe this falls under "SE Rule Changes I'm Unfamiliar With". Can you use Restoring Order on someone with equal or higher PH than the Magistrate's Chi since the only targetting requirement is one of your unbowed Magistrates? The only purpose I can see this serving is to help get out Ring of the Void or Water.

No.

http://rules.l5r.com/Abilities_and_acti ... _targeting: "An action’s required targets consist of anything that is targeted by the player taking the action in the action's constraints or effects, unless the targeting is shown to be optional by terms such as 'may target,' or 'lose 2 Honor or target a Personality you control.'" (Emphasis added.)
