Can an action be announced without any legal method of playing the action if the card is face-down?
Are specific actions announced, or is it merely that one announces an action is going to take place, and then proceeds to reveal an pay costs according to the action step by step?
If you announce an action, can you change your mind about what action will be done after announcing that you will perform an action?
For example: I have a Sneak Attack and a Stay Your Blade in my hand, and a Shinjo Xushen xp in play during a battle where I am opposed by a personality with 4 Force. I announce an action off the Sneak Attack, my opponent plays Reinforce the Gates as a reaction, thus negating my action. I was originally going to shoot him, but since the action was negated, may I claim to be playing Stay Your Blade, thus not "using up" the RA 4 on Xushen?
How does the above ruling interact with the rulebook action of discarding the Imperial Favor to send home an attacking personality?
