Can Togashi Kisu target personalities in provinces so that you'll gain honor additional honor or force your opponent to gain one less if they pay for gold for a personality?
Togashi Kisu and Provinces
A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.
Can Togashi Kisu target personalities in provinces so that you'll gain honor additional honor or force your opponent to gain one less if they pay for gold for a personality?
The short answer is, "No."
The long answer is that effects only work on cards that are in play or in a temporary focusing, entering play, or resolution area unless the effect specifically tells you that it works on something in a Deck, Discard Pile, or other out-of-play area. Basically, unless the card is in-play or in a some sort of active game area (like Focusing something in a duel or playing out an Action card) it is pretty much inert.
Kisu just targets Personalities, not Dead Personalities or Personalities in Decks or Provinces - so he can't have any effect on Personalities in such places.
