Paneki's trait : "After another player's action resolves that targeted one or more personalities at Paneki's location: The player loses 1 honor."
Location as defined in the rulebook states that, it is an area of card holding be it home, discard pile, battlefield, etc.
That being said, if Paneki is at the battlefield and my opponent targets even his own people with actions, does my oppenent lose honor and does this also effect reactions as well such as my opponent utilizing the Strike Chain?
