The new (SE) rule book seems to imply that I can bring out several experienced versions of the same personality without overlaying them, therefor having a Moto Chagatai exp 1, exp 2, and exp 4 in play, as separate personalities. Is this correct?
experienced personalities
A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

You need to be more specific about what text you feel "implies" this.
I see the Unique rules as still being very clear: "A card with the Unique keyword can not enter play if any player controls a Unique card with the same title." Comprehensive Rules: Glossary - Unique
And the Experienced rules close any loop-hole about cards that change names as they gain Experience: "Unique Experienced cards still follow the rules for entering play that apply to Unique cards (see Glossary, Unique). Keep in mind that an Experienced card's alternate title also regulates his or her capacity to enter play." Comprehensive Rules: Glossary - Experienced
Don't know why the system doesn't think I replied, but I did!
