I don't understand your response. There is a legal target for the stronghold (the unit in province B) because the unit in provice A is moving to province B, satisfying the exception to location.

EDIT: Nevermind. My friend tried to explain this to me and I think I understand. You can never shoot a personality that isn't at the current battlefield. I thought the exception to the rule ("unless you're moving to that provice") allowed for you to get around that requirement.
