"Battle: Target one of your Personalities and a Personality opposing him with equal or lower Chi. You may also target any number of dishonorable Personalities in the current enemy army. Move all targets home. This action's effects on dishonorable Personalities cannot be negated."
If my personality is opposed only by personalities with higher Chi, yet they are all dishonorable, can I still use Insolence Punished to send them all home?
An action’s required targets consist of anything that is targeted by the player taking the action in the action's constraints or effects, unless the targeting is shown to be optional by terms such as “may target,” or “lose 2 Honor or target a Personality you control.”
