Can the player who controls the imperial favor bow to gain it again? Basically I know that they cant gain extra uses or anything but can they keep doing it once per turn despite already having the favor to gain honor with a card like Kiyomi (Political Reaction: After any player takes the Imperial Favor, bow Kiyomi: Gain 1 honor.) without first discarding the favor

No. Comprehensive Rules, Using abilities: "Each separate ability can only be used once per turn by default."
