Search function for the new forum isn't bringing up any of the older topics. I'd appreciate some help with this ruling.
Tactical Battle: Target one of your Tacticians who is not at the current battlefield: Target one of the enemy leader’s Personalities who is not at the current battlefield. Move both targets to the current battlefield. Straighten their units.
Can I play this card without presence at the current battlefield?
If not, is it because it is a tactical action?
If yes, does that mean the presence I have at the current battlefield have to include a tactician?

I'm not sure I follow your entire question.
Countermove requires you to Target a Tactician you control who is not at the Current Battlefield as part of its Constraints Block. That Tactician is, by definition, the Performing Tactician.
This Action will invoke the Exception to the Rule of Presence and the Exception to the Rule of Location. It says to move a Unit you control to the Current Battlefield (Exception to Presence), and it says to move all cards it targets that are outside the Current Battlefield to the Current Battlefield (Exception to Location).
The card can only move one of your Units - the Performing Tactician's unit.
