The Lotus rulebook states, "Battle actions on Fortification and Regions can be used only if they are attached to the current Province." (p. 51) This is listed in a separate bullet point from the Rules of Presence and Relevance. Is Presence required to use a Battle action on a Fortification? For example, could I use the action on Bridged Pass in a battle in which I have no units?
