Can you play 2 unique cards if they're different xp levels and not overlay. I have Air Dragon out and in my province there is the xp2 version, do I have to overlay or can it come out as another personality and I now have 2 Air Dragons in play?

Generally, no. The one exception: Rules Archive, Experienced: "Experienced cards with different titles do not cause a Uniqueness conflict with each other."
