The Lotus rulebook, p. 47, indicates that Personalities and Followers can "perform" actions, but otherwise all actions are "performed" by the player. Does this make it possible to use a Wind with The Imperial Palace of Fu Leng, so long as the Imperial Palace player has some non-lobbying means of using the Favor (frex., Acquiring Favor)?
If the answer to the above is "yes:" Am I correct in saying that the province-refilling actions of the Akodo Kaneka and Right Hand of the Emperor Winds still would not be usable by the Imperial Palace player, since those actions would target the cards in the provinces?
