1. A Gozoku personality is targeted by Accusation causing his controller to lose 3 honor but no honor is lost because the personality's controller is still at his starting family honor. If the same action takes place after a Denounced on Stage has been played will the extra 1 honor loss take the controller below his family honor? I would guess not as the honor loss is still being caused by Accusation rather than the Denounced on Stage?
2. If a personality commits seppuku after causing his controller an honor loss the loss is reduced to 1. Will this be increased to 2 by Denounced on Stage or will only the inital loss be increased (which will then be reduced to 1 by the effects of seppuku)?
3. Can a personality (Courtier or Samurai) commit seppuku in response to being targetted by Assigning Blame?

No. The limit on the loss it's increasing hasn't changed.

The latter.
Can a personality commit seppuku in response to being targetted by Assigning Blame?
It targets and causes an honor loss. Yes.
