Does the trait "In your Dynasty Phase, you may refill a province face-up one time for each of your provinces destroyed this game." limit the number of cards that can possibly be refilled face-up during the Dynasty phase, such as when one uses Essence of Air or The Shogun's Barracks?

"One time for each of your provinces destroyed" is a limit. Not sure I'm understanding the crux of the confusion here.
