Test of Courage + Insolence Punished

L5R CCG Rules board, 29 May 2007

A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

Insolence Punished reads

Battle: Target one of your Personalitise and a Personality opposing him with equal or lower Chi. You may also target any number of dishonorable Personalities in the current enemy army. Move all targets home. This action's effects on dishonorable Personalities cannot be negated.

Test of Courage reads

Reaction: Before an action moves a Personality you control from a battlefield: Target the Personality. Negate all the action’s remaining effects. You cannot target the Personality with actions or bow him to pay action costs until the turn ends.

My question is...

Can I play Test of Courage on a dishonored personality being moved home from Insolence Punished? The reason this comes up is because Test of Courage reads "negate all the actions remaining effects", and since "dishonorable personalites cannot be negated" comes after the negated movement, does that effect get negated?

Thanks, TLS

It is legal to play, but the movement from Insolence Punished will happen and not be negated.
