Paying costs (Benjiro targetting issue take two)

L5R CCG Rules board, 30 October 2006

A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from the Wayback Machine (its copy), so posts it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

Okay, now I am getting a bit confused in respect to http://www.alderac.com/forum/viewtopic.php?t=48816.

Given that Yoriki's text is: Reaction:

After a player loses Honor, bow this card: Target an unbowed Honorable Personality that player controls. The player decides whether this card bows the target or dishonors the target

Essentially, as I understand it there is initially a reaction trigger (player X lost honor) that makes the action viable. As it is announced, I have to pay costs to proceed with the action, which involved bowing this card (targetting occurs after initial costs have been paid correct?).

Therefore, regardless whether benjiro takes the hapless magistrate to the meat grinder or not, the action will take place, correct?

Apologies if I am asking something that's self evidently wrong or something, but I am a bit rusty rules-fu wise and I haven't managed to find a satisfying answer using search.
