Hello,

Regarding this and this.

In the first one, Benjiro is not allowed to react to his being targeted during the effects step of an action to force a duel. But in the second ruling, a ninja may react to his being targeted during the effects step to resolve his reaction before being stopped by Stronger than Steel.

Which is correct?

Thank you for your time,

Jittai

In the first one, Benjiro is not allowed to react to his being targeted during the effects step of an action to force a duel.

In my case, I believed the question was whether Benjiro could use his action after being affected by Stronger Than Steel. The quoted card text should make it clear that this was the (possibly mistaken) context of the answer.
