Reference ruling here (this one too, I suppose), but mostly I was talkkng to Chris about it earlier today.
As it currently stands, Norio is not targetable (and thereby not affected by) Clumsy Ambush and Heavily Engaged.
The basis for this ruling seems to hinge on the idea that an effect caused by a card can be considered a card effect and another players effect (e.g. overwhelmed) and then extrapolating that to say that targeting due to a card is a card targeting regardless of who is actually targeting, it's still part of the card.
However, I can't see why you could not seperate Clumsy Ambush and Heavily Engaged's targetting simply because they doesn't say they target anything other than the player.
The only argument I could see would be to say that the effect would then fail since the card didn't target anything to have those effects happen to (hooray for bad grammer!). But that doesn't make any sense either as you can have effects happen without specfically targetting anything (e.g. global effects).
I don't really see how ruling a card that target players and then require that player to target cards is the same as a card targetting a card.
The point Chris raised was that this would muck with things like Moto Chagatai Experienced 3, but I don't see how that could be since cards with text like that work off of card effects.
So, I guess my basic point is: I can't find a good reason why a card that doesn't say it targets something targets that something.
