A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from the Wayback Machine (its copy), so posts it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

This topic was a consensus a long time ago about forward sentries but really wasn't confirmed officially.
Basically my question my playgroup wants to confirm is the relevence of doing battle A at an unopposed province, play forward sentries and move an enemies personalities from province B to province C is legal.

Lotus Rulebook page 51 and 56.
56 is the page with the formation info, relevant here for the fact that the formation enters play at the current battlefield.
51 is the rules of relevance and presence. An action satisfies the rule of relevance if it is on a card at the current battlefield. Obviously you are going to have presence if you are able to form the formation.
All you have to do is target a unit and a battlefield. Yes, your example is legal.
