Lotus rules, page 58: "Personalities with the Ninjutsu trait are treated specially when at certain times when face down. When face-down... in a Province, a Ninjutsu Personality is a Personality(.)"
Is this personality treated as a face up or face down 2f/3c ninja with 4 gold cost? The only way you would be able to bring it into play is if it was considered face up per the rules for bringing personalities into play.
And if it is considered face up for entering play shouldn't it be considered face up for discarding it also?

You have a point there.
Face-down Ninjutsu Personalities can be discarded during the Dynasty phase. This is a reversal.
(Sorry it took a while to answer this. I was mulling it over, and wanted to check a couple of related things before answering.)
